Manchester City face possible points deduction, relegation and title consequences after 115-charge verdict

Manchester City could face severe sporting and financial consequences after an independent commission reportedly found the club guilty of the majority of the 115 financial-rule charges brought against them by the Premier League.

The case, which has lasted about eight years, centres on alleged breaches between 2009 and 2018. City were formally charged in February 2023 after a four-year Premier League investigation, with the hearing beginning in September 2024.

The allegations include claims that Manchester City failed to provide accurate financial information, gave incorrect details about payments to players and managers, breached UEFA financial regulations and Premier League profit and sustainability rules, and failed to cooperate with the league’s investigation.

City have consistently denied wrongdoing and have maintained that they complied with the relevant regulations.

The reported verdict does not mean the case is over. The independent commission is yet to publish its full written judgment and sanctions, meaning the precise consequences for Manchester City remain unknown.

Possible punishments include a points deduction, financial penalties or even removal from the Premier League.

A sufficiently severe points deduction could effectively result in relegation, while direct removal from the competition would mean City losing their Premier League membership and being placed in a lower division.

The case could also have implications for trophies Manchester City won during the period covered by the allegations.

The club won three Premier League titles during that period, in the 2011-12, 2013-14 and 2017-18 seasons. They also won the FA Cup in 2011 and three League Cups during the period.

If the commission decides that titles should be reassigned, Manchester United could potentially be affected in relation to the 2011-12 and 2017-18 Premier League campaigns, while Liverpool could be involved in the 2013-14 title.

Other clubs that finished behind Manchester City in cup competitions could also potentially be affected if honours are formally redistributed.

There is also the possibility of compensation claims from clubs that believe Manchester City’s alleged breaches affected their league positions or financial interests.

Premier League clubs have reportedly sought legal advice on whether they could pursue compensation. Such claims would have to be considered separately by an independent commission.

A recent precedent exists in the case involving Everton and Burnley. Everton were ordered to pay Burnley £35 million after a financial-rule breach was found to have contributed to circumstances surrounding Burnley’s relegation.

Manchester City’s case is considerably more extensive than the financial-rule cases involving Everton and Nottingham Forest, which resulted in points deductions during the 2023-24 season.

Everton received points deductions for breaching profit and sustainability rules, while Nottingham Forest were also punished with a points deduction.

The Manchester City case involves a much larger number of allegations, including accusations concerning the accuracy of financial information and cooperation with the Premier League investigation.

The club is expected to appeal any sanctions imposed by the commission.

Manchester City’s legal team is led by Lord Pannick KC, who previously helped the club successfully challenge a two-year UEFA ban from European competition in 2020.

However, an appeal could prolong a case that has already taken years to reach its current stage.

Unlike some European football disputes, the commission’s judgment in this case cannot simply be taken to the Court of Arbitration for Sport.

Manchester City have also expressed frustration over the reported leak of the verdict before the formal judgment was made public.

The Premier League has declined to comment on the latest development, while Manchester City have maintained that the disciplinary process remains ongoing and subject to confidentiality.

The final written judgment and the sanctions, if any, will therefore be crucial in determining the sporting and financial impact of the case.

For now, the reported guilty findings represent another major development in one of the longest-running financial disputes in English football, but Manchester City’s appeal process could mean the controversy continues for some time.
