Manchester City found guilty on 114 of 115 Premier League financial charges

Manchester City have reportedly been found guilty on 114 of the 115 financial charges brought against the club by the Premier League, in a major development that brings a new chapter to one of the longest-running disciplinary cases in English football.

The verdict was delivered by an independent commission following a lengthy process that has examined allegations concerning Manchester City’s financial affairs and compliance with Premier League regulations.

According to reports published on Friday, September 25, 2026, the commission found the club liable on 114 of the 115 charges, with only one charge not proven. The Athletic was among the outlets reporting the development.

The outcome represents a significant development because the case has remained unresolved for several years and has generated intense interest across English football.

However, the verdict does not yet bring the entire matter to an end.

No sanctions have been announced against Manchester City at this stage, meaning the consequences of the commission’s findings are still to be determined.

The club is also expected to appeal the verdict, meaning the legal and disciplinary process could continue beyond Friday’s development.

Manchester City have consistently denied the allegations made against them and have maintained their position throughout the case.

The Premier League originally charged City in February 2023 following a lengthy investigation into alleged breaches of its financial regulations.

The allegations relate primarily to a period between 2009 and 2018, with the Premier League alleging that the club failed to provide accurate financial information in a number of areas.

The case also included allegations relating to sponsorship revenue, player and managerial remuneration, compliance with financial regulations and the club’s cooperation with the Premier League’s investigation.

The scale of the case made it particularly complicated, with the allegations covering multiple seasons and several different areas of the Premier League’s regulations.

Manchester City have rejected the allegations and previously stated that they possess evidence supporting their position.

The club’s defence has been maintained throughout the process, while the Premier League has continued to pursue the case through its independent disciplinary system.

A hearing before the independent commission eventually took place in 2024.

The hearing lasted 12 weeks and concluded in December 2024, after which the commission began the process of considering the evidence and preparing its decision.

The length of time between the conclusion of the hearing and the reported verdict has been one of the most discussed aspects of the case.

As recently as August 2026, Premier League chief executive Richard Masters acknowledged that the verdict had taken longer than expected, while stressing that the independent judicial process was responsible for the timing.

The commission’s reported decision now means that attention will shift towards the next stage of the process.

The crucial issue is the sanction.

The available reporting indicates that no punishment has yet been decided, so there is currently no confirmed points deduction, fine, relegation, title alteration or other sporting penalty attached to the verdict.

That distinction is important because a finding of liability and the determination of a sanction are separate stages of the disciplinary process.

The Premier League’s rules give the relevant disciplinary process significant scope when determining an appropriate punishment, but the actual sanction in this case remains unknown.

Possible consequences discussed in coverage of the case have included financial penalties and sporting sanctions, but none of those should be treated as confirmed outcomes at this stage.

The prospect of an appeal is another major factor.

Reports indicate that Manchester City are expected to challenge the verdict, which could lead to another lengthy phase before the case reaches a final conclusion.

The appeal process means Friday’s reported verdict may not represent the final word on the matter.

For Manchester City, the immediate priority will be to assess the commission’s detailed findings and determine the legal grounds on which the club intends to challenge the decision.

For the Premier League, the focus will be on the implications of the findings and the appropriate disciplinary response under its regulations.

The case has attracted enormous attention because of Manchester City’s success during the period covered by the allegations.

City established themselves as one of the dominant forces in English football during the years in question, winning multiple Premier League titles and competing regularly at the highest level.

That success has inevitably made the financial case particularly significant because any eventual sporting consequences could potentially affect historical records as well as the club’s present circumstances.

However, no historical title has been officially stripped as a result of Friday’s development, and no such sanction should be presented as a completed decision while the sanctions process and any appeal remain outstanding.

The case has also had a wider impact on discussions surrounding financial regulation in English football.

Premier League clubs operate under financial rules designed to promote financial sustainability and protect the integrity and competitive balance of the competition.

The Manchester City case has therefore become an important test of how those regulations are applied when allegations involve a large number of charges across several seasons.

The eventual sanction, if any, will be closely watched by clubs throughout the Premier League because it could influence how future financial cases are handled.

It could also become an important reference point for the league’s disciplinary framework.

For supporters, rival clubs and the wider football community, however, the immediate question is what happens next.

Manchester City now face the prospect of an appeal against a verdict in which the commission reportedly found 114 of the 115 charges proven.

The Premier League, meanwhile, still has to deal with the sanctioning stage before the consequences of the findings can be fully understood.

Until that process is completed, speculation about specific punishments remains just that — speculation.

What is currently clear is that the independent commission has reportedly ruled against Manchester City on the overwhelming majority of the charges brought against the club.

The club is expected to appeal, and no sanctions have yet been confirmed.

The latest development therefore does not close the Manchester City financial case.

Instead, it opens another potentially significant phase, with the detailed reasons for the verdict, the eventual sanctions and the outcome of any appeal likely to determine how the case is ultimately remembered in Premier League history.
